Financing Alliance for Health (FAH) and International Institute for Primary Health Care – Ethiopia (IPHC-E) Sign Strategic MoU to Advance Government-Led Health Financing and Primary Health Care Reform Across Africa   

The Financing Alliance for Health (FAH) and the International Institute for Primary Health Care – Ethiopia (IPHCE) have formally signed a Memorandum of Understanding (MoU), marking the next phase of strategic collaboration to strengthen governmentled health financing and primary health care systems across Africa. 

This MoU formalises a long standing partnership focused on advancing governmentled health financing and primary health care reform across the continent, including joint work through the Health Systems Financing Accelerator Fellowship, where we’ve supported government leaders to turn policy ambition into funded, implementable reform. 

 This collaboration brings together FAH’s Africa-based expertise in mobilizing sustainable financing for primary health and integrated primary care with IPHC-E’s evidence-based technical leadership in strengthening primary health care systems toward Universal Health Coverage by 2030. 

  • FAH’s expertise in addressing systemic health financing challenges and supporting ministries of health and finance to mobilise, allocate, and spend resources more effectively; and 
  • IPHCE’s deep technical leadership in primary health care system design, capacity building, and implementation, grounded in evidence and service delivery realities. 

Together we will advance shared strategic priorities to support government-led reform across the continent: 

  • Leadership and governance, including strengthening government capacity and nation wide system refrom through the Health Systems Financing Accelerator Fellowship; 
  • Multistakeholder policy dialogue, convening governments, partners, and communities around PHC and community health priorities; 
  • Knowledge generation and dissemination, capturing and sharing lessons and best practices at national, regional, and global levels; and 
  • Joint resource mobilisation, supporting aligned donor engagement and consortium opportunities. 

As countries across the continent navigate tightening fiscal space, shifting donor landscapes, and rising population needs, the transition toward governmentowned and governmentled solutions has never been more critical, and we are excited to advance this partnership in support of governmentled solutions.  

The International Institute for Primary Health Care – Ethiopia (IPHC-E) is an organization established by the Ministry of Health of Ethiopia to support countries in building strong and resilient Primary Health Care (PHC) systems. The Institute provides technical assistance through capacity-building training, program design, implementation support, and evidence-based policy recommendations. It also works closely with governments and partners to strengthen PHC leadership, support innovation labs, and contribute to the design of PHC-related policies and strategies. 

Since its establishment, IPHC-E has developed instructional modules on Primary Health Care, Ethiopia’s health system, and the Health Extension Program (HEP). The Institute has facilitated national and international training programs, peer learning exchanges, and experience-sharing visits aimed at strengthening PHC leadership and implementation across countries. 

In addition, IPHC-E has identified key PHC research priorities, conducted collaborative implementation research, and provided small grants to support PHC research initiatives. The Institute has also established a Primary Health Care resource center in collaboration with academic institutions and non-governmental organizations, helping to advance knowledge sharing, learning, and innovation in PHC systems strengthening.
